Enables or disables operation of this module.
0: USB module operation is disabled.
1: USB module operation is enabled.
Modifying this bit from 1 to 0 initializes some register
bits as listed in tables 26.3 and 26.4.
This bit should be modified while SCKE is 1.
When the host controller function is selected, this bit
should be set to 1 after setting DRPD to 1, eliminating
LNST bit chattering, and checking that the USB bus
has been settled.
