When data communication is performed between the
Renesas serial peripheral interface module and the
other modules, the same RSPCK polarity should be
set for both modules.
0: RSPCK = 0 when idle
1: RSPCK = 1 when idle
0 CPHA 1 R/W RSPCK Phase Setting
