Purpose
Performs a linear evaluation of a 1D array. The function obtains the ith element of the output
array by using the following formula.

The operation can be performed in place; that is, inputArray and outputArray can be the same
array.

integer Number of elements.
multiplier
double-precision Multiplicative constant.
