I purchased a used (manufacture 12/18/12) Safety 1...

I purchased a used (manufacture 12/18/12) Safety 1st infant seat and base. Is there supposed to be a harness adjustment strap & mechanism on the front of the seat? If so how do I go about getting one. I also did not get a manual, is one available? The model is GB1A3
