What is the recommendation on hooking up the backs...

What is the recommendation on hooking up the backside of the harness? It has 3 different loops on the BACK SIDE to hook to the metal plate? Does it make a difference? Is it suppose to be set with height/weight? Or just the tightness of the harness?
